CONTINUING LEGAL LITERACY THROUGH LAW LIBRARIES:

With the inclusion of National Legal Literacy Mission, as one of the important agenda within the purview of legal services ventured on 05.03.05 in Vigyan Bhawan, New Delhi, Jharkhand State Legal Services Authority is committed to spread Legal literacy among the general masses especially the poor and down-trodden people of the country to transform their basic human rights into reality to lead a life of dignity and self respect in a pragmatic manner under the promising guidance of National Legal Services Authority, New Delhi.

Apart from holding Legal Literacy Camps intermittently in remote villages of Jharkhand State, we are opening Law Library in collaboration with the scheme of "Continuing Education Programme" of the State Government to provide a permanent platform to infuse Legal Awareness among the people at large. In presence of Hon'ble Mr. Justice Ashok Bhan, Judge, Supreme Court of India a Law Library for Tribal People under the aegis of NALSA has been inaugurated in Village: Salgadih of Ranchi District by Hon'ble Mr. Justice K. G. Balakrishnan, Chief Justice of India on 19th May, 2007
In this context, there was an occasion to hold a meeting with Ranchi District Legal Services Authority to include Legal Literacy in the “Continuing Education Programme” of the Govt. under the Zilla Saksharta Samiti, Ranchi. Sri K.K. Soan, the then Deputy Commissioner-cum-Vice Chairman, of Ranchi District Legal Services Authority assured in the meeting to facilitate the opening of Law Library to include Legal Literacy in the campaign of "Continuing Education Programme" of Government to provide life-long learning opportunities to all section of society with special emphasis to equip the poor and oppressed class with the knowledge of functional legal literacy. For this purpose, Jharkhand State Legal Services Authority (JHALSA) has taken steps to associate itself with Zila Saksharta Samiti of each District of State through its counterpart in all the District Level.

At present out of 2057 revenue villages of Ranchi District, the "Continuing Education Programme" is running in 1054 revenue villages and at the instance of Jharkhand State Legal Services Authority (JHALSA), legal literacy has also been included in the said programme and consequently JHALSA provided several books of Law written in Hindi and locally speaking languages  (Ho, Panchpargania, Urdu, Oraon etc.) in a very lucid manner acquainting them with their rights, remedies and other resources required to obtain the fruits of entitlement.

Consequently at present 1054 revenue villages are having “Continuing Education -cum- Legal Literacy”. The result is that there is a large demand of opening such Continuous Education-cum-Legal Literacy Programme. These centres are not only providing the platform for general awareness but also giving momentum to Legal Awareness, which includes rights and measures of remedies thereof. It has created a landmark achievement in the field of Legal Awareness and Legal Literacy in the State of Jharkhand in collaboration with the State Govt.
